The Central Avenue Historic District Business Improvement District (CAHD) 2021 Renewal Management District Plan (MDP) and Engineer's Report (ER) have been approved by the City Clerk providing authorization for the 2021 Renewal Petition Drive to begin!
50% plus $1 of the total assessment value must be supported by YES votes on the Petition forms received by APRIL 22ND in order for the City to approve CAHD’s 2021 renewal to move forward to a ballot measure in May. The 45-day ballot measure will be administered by the Los Angeles City Clerk per California Proportion 218 requirements. The City Clerk will mail out ballots to each District property owner to garner their vote to determine whether the BID will be renewed. The ballot measure will also require YES votes for 50% plus $1 of the total assessment value for the BID renewal to be approved.
The CAHD team is mailing the attached MDP and ER to all property owners and will directly contact property owners via email and phone to encourage the expeditious return of the Petitions. The completed petition forms can be scanned and emailed back to firstname.lastname@example.org or mailed to CAHD’s address on the form. A picture of the fully completed Petition form can be emailed as well. In order to be considered valid, all Petition forms must include:
The District comprise 130 property owners and 187 individually assessed parcels of land on Central Avenue between the south side of Vernon Avenue and the south side of Washington Boulevard as well as on the side street frontages of the corner properties.
The 2021 budget for the District is $142,544 less than the $430,204 2020 budget which reduces the amount each parcel in the District is individually assessed.

CAHD has served the properties within the District since its initial establishment in 2016 and is committed to continuing services that enhance the District’s viability and attractiveness to patrons and visitors. Urban Design Center provides management oversight of CAHD’s City Clerk contract agreement in compliance with City Clerk guidelines, oversight of program service contract agreements, management of CAHD’s organizational documents, reporting and board meeting facilitation. Los Angeles Metropolitan Churches provides administrative services to management assisting with document control, preparation of reports, preparation of board packages, interface with district businesses, facilitation of accounts payable and distribution of information throughout the district.
During 2019, the Clean Streets Team collected 6,875 bags of trash, cleaned 7,715 blocks of sidewalks, pressure washed 237 blocks, disposed 79 tons of bulky items and removed 247,357 sq. ft. of graffiti!!! These were services provided OVER AND ABOVE city services so without the Clean Streets Team Central Avenue Historic District would not be one of the most pedestrian friendly and attractive areas in the City of Los Angeles!

Working to enhance business and patron environment along Central Avenue is a top priority of the CAHD. Safety Ambassador contractor selection process will be completed in July 2016. The Safety Ambassadors patrol the District on a daily basis, greet patrons and distribute brochures about businesses and events, helping patrons find the businesses and services, coordinate security efforts with property owners and the LAPD and monitor the security cameras that will be strategically installed along Central Avenue. Once on board, the Safety Ambassadors will personally visit each business on Central Avenue to introduce themselves and to hear concerns that need to be addressed.
